Introduction

For the award of Certificates, Diplomas, Degrees and other academic distinctions in different branches of learning, Himachal Pradesh University, Shimla holds examinations for the regular and private candidates of its affiliated colleges, teaching departments and International Centre for Distance Education and Open Learning (ICDEOL). For under-graduate ‘Regular’ and ‘Private’ students, examinations are held annually with a provision for supplementary examinations for  ‘Compartment’ students. For the Post-graduate ‘Regular’ and ‘Private’ students who have to take these examinations in full subjects or in ‘Reappear’ subjects, the examinations are conducted under semester system i.e. for I/III/V semester students in November/December and for II/IV/VI semester students in June/July every year and with a further concess! ion of successive chances for "Re-appear" candidates consecutively.

Schedule of examinations to be conducted is given in Annexure – I.

Generally for under-graduate and post-graduate students the centres are set up in different affiliated colleges in the State of Himachal Pradesh whereas for students of ICDEOL examinations are conducted through a network of centres established throughout the country, depending upon the availability of clusters of students in different regions of the country.

Provisional lists of under-graduate and post-graduate examination centres in Himachal Pradesh and elsewhere in the country are given in Annexure- II & III .

Change of Centre

For taking an examination at a centre other than the allotted one the candidate has to apply for change of Centre. The proforma for change of allotted centre is available in Annexure – IV.

Eligibility criteria

Besides fulfilling eligibility norms for regular admission to a course in a college, university department, ICDEOL or as a research scholar, as given at the end of this information module, in order to be eligible to take an examination of the university the candidate has to fulfil the following requirementsEvery student desirous of taking an examination of the university as a regularor private candidate in the capacity of woman candidate in Himachal Pradesh or as army personnel or Govt./Autonomous body employee or SC/ST candidate is required to get himself/herself registered with the University. For this he/she has to furnish the following information on the prescribed proforma along with registration fee of Rs. 30/- for private candidates passing out from H.P. Board of School Education and Rs. 50/ for others and Rs. 80/- for ICDEOL students. In case of regular students of affiliated colleges and our teaching departments the above information along with prescribed fee is received through the institution/ department concerned. In case of students of ICDEOL registration particulars along with the prescribed fee are received through Director, ICDEOL. It is only after the registration of the candidate is done in the above manner that the results are declared. The examination forms from regular students of the colleges and those of ICDEOL are received through the college and the ICDEOL respectively, whereas those of the private students including women candidates (within Himachal Pradesh) who are allowed to send their forms along with the prescribed fee direct to the Controller of Examinations.The examination forms are received up to 15 days after the last date prescribed for the submission of examination forms on payment of late fee of Rs. 100/-  thereafter up to 20 days before the commencement of examinations Rs.125/- as late fee and in very special circumstances the application for appearing in an examination could be allowed to be accepted by the Pro-Vice-Chancellor/Vice-Chancellor for which total late fee of Rs.150/- shall be charged. Format of the Examination Form for postgraduate Reappear / Private candidates is given in Annexure- VII The final list of centres where examinations are to be conducted is given in the copy of the relevant date sheet. The Degree/Diploma or certificate is awarded to a candidate only after he/she successfully qualifies for the same after taking such examination as may be conducted by the university for that Degree/Diploma or certificate.

Improvement of Score / Division

The rules say that a)    No one, who has already passed an examination of Himachal Pradesh University or of any other              University, established by law in India, shall be permitted to re-appear in that examination "Provided that before a candidate becomes eligible for the degree of M.A., M.Sc., M.B.A., M.T.A., M.C.A., B.Ed., M.Ed., LL.B., LL.M., Acharya in Sanskrit language and Literature and Bachelor/Master of Journalism and Mass Communication,  as the case may be, he may apply for the cancellation of the result of any course or courses in which he may have passed in any semester examination(s) and may re-appear in the corresponding semester examination(s) to improve his score in the particular course or courses. Provided further that a person belonging to any of the following c! ategories, who has already obtained or has become eligible for the award of the degree of M.A., M.Sc., M.B.A., M.T.A., M.C.A., B.Ed., LL.B., LL.M., Acharya in Sanskrit language and Literature and Bachelor/Master of Journalism and Mass Communication, may be allowed to appear in the same examination to improve division, namely
i) a person, who has obtained or has become eligible for the award of the degree from the University. ii) a person, who being a resident of the area within the territorial jurisdiction of the University had obtained his degree from the Panjab University, Chandigarh before the establishment of this University; iii) a person who being employed as a whole-time teacher in the University, or a college affiliated to or maintained by the University, has obtained such a degree from any other University, established by law in India.
A candidate belonging to category (i) above may be allowed to appear in any course(s) which may be either entirely new or in which he may wish to appear again to improve score, if he has already obtained this degree, or may have option after the declaration of final result, whether he wants to take the degree or to get one or more courses of the final semester cancelled to improve his score in the course/courses, if he has become eligible for the award of the degree, but the option, if any, must be exercised by the candidate within one month of the date of declaration of the result of the fourth semester. The aggregate of the marks obtained by him in the earlier examination in the course in which he does not appear shall determine his new division. The result of a candidate shall only be declared if he is able to improve his division or get at least 55 percent marks in the aggregate of the result desired to be improved.
Candidates belonging to categories (ii) and (iii) above shall have to appear in all courses prescribed for all semester, but they shall have the option to complete the examination either in one year or in two years.
b)     If a candidate permitted to appear in an examination for the purpose of improving his score in course(s) under the first proviso in sub-paragraph (a) above fails in the said course(s), he shall be declared as a 're-appear' case in the course(s) concerned and shall be governed by the same rules as are applicable to ‘reappear’ candidates; provided that no candidate shall be allowed to get his score in any course(s) cancelled more than once and if a candidate after getting his course(s) cancelled  for the purpose of improving his score(s) absents himself from appearing in the corresponding examination, his previous score in the course(s) shall stand; but he shall not be given another chance to get the score cancelled.
Provided further that a candidate permitted to re-appear in the examination for the purpose of improving his division shall be allowed two attempts in each paper within a maximum period of five years after he has qualified for the award of degree. Provided further that such candidate shall have to reappear in the corresponding semester examination(s) and according to the syllabus of studies in force at the time of the said examination(s).
c) A candidate who does not fulfil the percentage required for admission to Master’s Degree Course may be allowed to improve his score in only one subject/additional subject of his choice only once within two years from the passing of the respective examination: Provided that his concession shall be for the purpose of eligibility for admission to a course for which graduation is the minimum qualifications for admission.
Refund of Fees
A candidate who fails to present himself for the examination or any part thereof; or who has appeared in an examination provisionally; or who is subsequently declared to be ineligible or whose examination is cancelled as provide hereinafter, shall not be entitled to refund of the fee or to have it kept in deposit for a subsequent examination:Provided that
if  a candidate dies before the commencement of his examination, the fee shall be refundable to his legal heirs: if a candidate becomes ineligible to appear in an examination, after submitting his admission form and fee, but before he has appeared in the examination or any part thereof, 75 per cent of his admission fee shall be refundable to him; if a private candidate, serving as a member of regular Land, Air or Naval Forces, is unable to appear in an examination owing to military exigencies, he shall be entitled to the refund of fee on production of certificate to this effect from the Officer Commanding of his Unit. If it is found that the candidate is not eligible for admission as a correspondence course student, the amount initially received from him should be refunded in full.
The application for refund of the fee shall be made on the prescribed form within three months of the date when the refund becomes due.Late fee shall be refunded in full provided a candidate is declared ineligible in terms of the above provisions. Excess fee, migration fee and registration fee etc., wrongly deposited by a candidate shall be refunded in full. 
Provided that the application for refund of fee shall be made within 3 months from the date of deposit of the fee(s)/declaration of ineligible to appear in the examination.

If a candidate feels that his script has not been fairly evaluated he may within 21 days from date of the declaration of the general result/issue of the detailed marks card by the University apply to the Controller of Examinations in the prescribed application form obtainable from the University Counter for Rs. 2/- and Rs. 5/- by ordinary post, accompanied by detailed marks card in original and the prescribed fee at the rate of Rs. 50/- per script can seek re-evaluation and avail him/herself of this concession offered by the University. A candidate whose result is declared late on account of awards may also seek re-evaluation within 21 days of the declaration of the result, subject to the condition that no application form shall be entertained after 31st December of the same Calendar year of the examination in the case of annual examination and after 31st March of the ensuing Cal! endar year in the case of supplementary examinations and in case of semester examinations of Post-graduate class till the commencement of the next corresponding examinations;
Provided that in case of foreign students, who leave for their countries before the declaration of result, the candidate of Correspondence Courses appearing privately from Lahaul Spiti, Kinnaur, Bharmour, Pangi Valley, Military Personnel on active service and regular students who fail to collect their result cards from their colleges/teaching department in time for reasons of prolonged illness or unforeseen circumstances, the last date for receipt of applications and fee for the purpose duly supported by authentic documents will be 30 days from the date of issue of result card by the University to the College/teaching department/candidate.

Issue of Provisional certificates / consolidated Marks-sheets, Degrees / Diplomas 
Duplicate copies of Marks-sheets, Certificates and Diplomas may be supplied only on payment of such fees and under such conditions as may be laid down by the Executive Council from time to time.

Issue of Migration Certificate
While leaving the university to join another university to carry on his/her studies a candidate may apply for issue of Inter-varsity Migration Certificate on the prescribed application form along with the prescribed fee.

Award of Degree in Absentia
A candidate who has qualified for the award of degree may apply for its issue in absentia after making an application accompanied with the prescribed fee

NOTE : While making use of these forms the candidate is required to remit the cost of these application forms along with the prescribed fee through crossed IPOs/Bank Draft payable in favour of Finance Officer, Himachal Pradesh University, Shimla – 171005.

Bachelor degree of  University established by Law in India with at least 50% marks in English and Hindi as elective subjects.

Provided that the candidate having 50% marks in aggregate or 45% marks in the subject concerned in B.A. shall be eligible for admission to M.A. course in Music in the same discipline he/she has passed in B.A.

M.A. Painting 

50% marks in aggregate or 45% marks in the subject (45% or 40% marks in case of SC/ST) in B.A./B.F.A.

4.     Faculty of Physical Sciences

M.Sc. Physics/Physics (Electronic Science)/Chemistry/Mathematics/Geology

Bachelor's degree of a University established by Law in India (with the subject of study for M.Sc. as one of the subjects) in 2nd division or with at least 45% marks (40% in case of SC/ST candidates) or Honours in the subject concerned. In case of Physics the candidate must have passed B.Sc. with Mathematics at the graduate level.

M.C.A./P.G. Diploma in Computer Application Course.

Bachelor's degree in any discipline with at least 50% marks (45% in case of SC/ST candidates) from a University established by Law in India, with at least one full paper or Mathematics at the graduate level.

B.I.T. (Bachelor in Information Technology)

10+2 examination or equivalent, with Physics, Mathematics and any one of the other elective subjects of a Board/University established by Law in India with 50% marks (45% marks in the case of SC/ST)

M.A. Physical Education

A person who possesses any of the following qualifications shall be eligible to join M.A. Part-I of the course. 
Degree of Bachelor of Physical Education of another University recognised by the H.P. University with at least 50% marks (45% in case of SC/ST) in aggregate.
Post-graduate Diploma in Physical Education, Degree of Physical Education of another University recognised by the H.P. University at least 50% mars (45% in case of SC/ST) in aggregate.
B.A. with Physical Education as one of the subjects in three year Degree Course with at least 45% (40% in case of SC/ST) in aggregate.
Bachelor of Physical Education with at least 50% marks (45% in case of SC/ST) in aggregate.
B.A/B.Sc./B.Com. degree of any University recognised by Himachal Pradesh University, with at least 45% (40% marks in case of SC/ST) in aggregate. If he/se is an outstanding sportsman/sportswoman having participated in Inter-University or National Championship, recognised by A.I.U. and National Fedration of the concerned games respectively.
Provided one qualifies the following physical efficiency test.

P.G. Diploma in Adult Education
Master's degree in any subject from a recognised University or equivalent with at least 40% marks in the aggregate.
P.G. Diploma in Guidance and Counselling
M.A. (Education) or M.Ed. or M.A. (Psychology) with at least 40% marks in aggregate.

LL.B.
Bachelor's degree or Master's degree of any faculty of a University established by Law in India with at least 40% marks.

LL.M.
Consistently good academic record with at least 2nd class LL.B. degree with 50% marks (45% in case of SC/ST) or an equivalent degree of a foreign University.

8.   Faculty of Medical Sciences
M.B.B.S.
Bonafide or domicile Himachali having passed two examinations out of middle, matric and 10+2 from schools located within Himachal Pradesh with some exceptions for which the prospectus be referred to with the condition of 10+2 with Physics, Chemistry and Biology with 50% marks in aggregate (40% in case of SC/ST) and having also passed English as a elective subject.
MD/MS/P.G. Diplomas
In-service regular appointed Medical Officers of Himachal Pradesh Health Service Cadre possessing a certain length of service and the Graduates of Indira Gandhi Medical College, Shimla and those children of bonafide or domicile Himachalies having got admission in MBBS through CBSE and passed the degree through other M.C.I. recognised medical colleges in India (in the case of direct quota seats) are eligible subject to fulfilment of the required conditions as may be provided in the prospectus.

9.     Faculty of Engineering and Technology
B.Tech.
The minimum qualification for admission to the first year of B.Tech course shall be that the candidate should have passed 10+2 Science standard (Non-medical) of Himachal Pradesh Board of  School Education/Pre-Engineering or B.Sc. Part-I (Old scheme) examination of Himachal Pradesh University or its equivalent.
Basis of Admission
The admission to this course will be on the basis of competitive examination (written test).
10.    Faculty of Ayurveda
B.A.M.S.
75% seats are meant for bonafide residents/domicles of Himachal Pradesh. 10% seats for children of Central Government /Central Government Public Sector undertaking employees posted in Himachal Pradesh and of Himachal Pradesh Government/Himachal PRadesh Government Public Sector Undertaking employees, who are bonafide residents of Himachal Pradesh having schooling of 10+2 within Himachal Pradesh, and remaining seats are open for other as may be provided in the prospectus from time to time.
           One must have passed 10+2 with Physics, Chemistry and Biology with 50% marks in Science subjects in aggregate (40% for SC/ST) and also passed English as an elective subject, with more details as may be provided in the prospectus.
MD/MS Ayurveda

B.Sc. Microbiology
B.Sc. of a University, established by Law in India with either Botany, Zoology and Chemistry or Physics, Chemistry or Physics, Chemstry and Mathematics or B.Sc. with any of these two science subjects plus two year's laboratory experience in a microbiology laboratory recognised by the University.

Degree, Diploma or Certificate of a foreign University which may be recognised equivalent by the Vice-Chancellor for the purpose.
Basis of Admission
The admission to these courses are made strictly on the merit drawn on the basis of qualifying examinations.
M.Phil
Hindi, Sanskrit, English, Music, Psychology, History, Political Science, Economics, Geography, Sociology, Public Administration, Physics, Chemistry, Mathematics, Geology, Commerce, Botarny, Zoology
    A candidate seeking admission to M.Phil course must have at least 55% marks (50% in case of SC/ST) in the subject concerned at Masterr's level.
Basis of Admission
    Admission shall be made strictly on the basis of merit in the qualifying examination.
ADMISSIONS THROUGH INTERNATIONAL CENTRE FOR DISTANCE EDUCATION AND OPEN LEARNING (ICDEOL)
The following courses are offered by the ICDEOL for study through the distant mode of education:

B.A. Part I/II/III, B.Com Part/I/II/III (Annual system. Three year course).
M.A English/ Hindi/Sanskrit/Economics/Political Science/Public Administration/History.
M.A/M.Sc. Mathematics, Master of Commerce (M.Com), Master of Education(M.Ed.), (Two year course in four semesters).
Post-graduate Diploma in Personnel Management & Labour Welfare (One year course in two semesters).

A student may be allowed to change the subject(s) of his study after submission of his admission form on payment of a fee of Rs. 50/- through DD/PO’s Cash receipt at counter accompanied by a written request addressed to the Director subject to the availability of seats, eligibility and permissible subject combination, where applicable. The change will be allowed only if the personal contact programme for the changed subject/course has not been held. In such cases the student may be required to attend the personal contact programme at a centre to be allotted by the ICDEOL.

Qualification for admission to various courses.
There is no entrance test or the requirement of percentage of marks for admission to any of the courses through the ICDEOL. It is also not necessary that a candidate should have studied the subject of his M.A. studies in the lower examinations.

B.A. (PASS) PART-I (UNDER +3 SYSTEM) THREE YEAR DEGREE COURSE.
Admission to B.A. I shall be open to a person who has passed +2 examination of a Board/University established by law in India.
OR
Passed Senior Secondary School Certificate Examination (Class XII) of the Central Board of Secondary Education, New Delhi or an examination recognised as equivalent thereto. The aggregate marks required will be determined on the basis on one language and three other passed elective subjects.
OR
Pass in Pre-university examination (two year after ten year schooling) of an Indian University recognised by H.P. University
OR
Pass in Intermediate examination of an Indian University/Board or an examination equivalent thereto or pass in Indian School Certificate Examination (Class XII) of Council of Indian School Certificate Examination, New Delhi.
OR
Any examination of a University/Board/College or School in a foreign country recognised as equivalent for the above purpose by the Vice-Chancellor/Equivalent Committee either of its own or on the recommendations of the Association of Indian Universities.
OR
B.Sc/B.Com/B.A. Part-I of old three year degree course of a recognised University/Board/College.
B.A.PART-II (THREE YEAR DEGREE COURSE)
B.A. –II Shall be open to a person who has passed 1st year (under +3 system of the new three year degree course) or equivalent.
B.A. PART-III (THREE YEAR DEGREE COURSE)
Admission to B.A. II shall be open to a person who has passed B.A. II examination under +3 system of the new three year course or equivalent.
B.COM (PASS) PART-I (UNDER +3 SYSTEM) THREE YEAR DEGREE COURSE.
Admission to B.Com I shall be open to a person who has passed +2 examination of a Board/University established by law in India with Mathematics/Economics as compulsory subject at +2 stage.

B.Com or Bachelor’s degree in Business Administration or B.A. with Commerce or B.A./B.Sc/ M.A./M.Sc. degree with Economics/Statistics/Mathematics as one of the elective subjects.
OR
Degree of a foreign University which may be recognised as equivalent by the Vice-Chancellor with such conditions as he may impose regarding the additional courses of study which the candidate would be required to qualify for the degree.
NOTE: No student who has compartment/re-appear in B.A./B.Com. etc will be admitted to M.Com.
POST GRADUATE DIPLOMA IN PERSONNEL MANAGEMENT AND LABOUR WELFARE
Semester – I.
Bachelor’s degree examination of a University established by law in India or an examination recognised as equivalent thereto.
Semester – II
Direct admission to the II semester shall not be allowed.
A student shall also not be permitted to proceed from the first semester to the second semester unless he obtains pass marks in fifty percent of the courses prescribed for the first semester examination.
MASTER OF ARTS (M.A.)
SEMESTER - I
A candidate who has passed B.A./B.Com/B.Sc./B.Sc. Agriculture/B.Sc. (Home Science)/B.Lib. Sc./ LL.B/B.Ed./G.A.M.S./ B.A.M.S./B.L./B.Pharmacy/B.V.Sc./B.Sc (Hon.)/B.Sc. Engg./MBBS and B.T. from a University established by law in India can seek admission in any subject to M.A. classes offered by the ICDEOL.
OR
Master of degree examination from a University established by law in India.
OR
Degree of a foreign University which may be recognised as equivalent for the purpose by the Vice-Chancellor with such conditions as he may include the additional course of study which the candidate would be required to pass to qualify for the degree.

SEMESTER – II

Candidates admitted to semester I shall proceed to the II semester after appearing in the I semester examination. Those who fail to appear in the examination but have completed the course of instruction and having fulfilled other requirements prescribed for the course may also be allowed to proceed to the II semester.
Direct admission to II semester may be allowed as per provisions regulating such admissions.
SEMESTER – III
Candidates who have appeared in semester II to the concerned course shall only be allowed to proceed to the III semester.
SEMESTER – IV.
Candidates who have appeared in semester III of the concerned course shall be allowed to proceed to the IV semester.
M.A/M.Sc. MATHEMATICS
SEMESTER – I.
Candidate who have passed B.A/B.Sc. with Mathematics as an elective subject or B.Sc. (Engg.) can seek admission to M.A./M.Sc. Mathematics course semester – I.
SEMESTER – II/III/IV.
Same as prescribed for M.A. courses. No direct admission shall, however, be allowed to the II semester in M.A/M.Sc. Mathematics.
