The University Evening college, Shimla, was started in 1962 by the Panjab University on the recommendation of the University on the recommendation of the University Grants commission to cater to educational needs of the employed persons. when the Haemocoel Produce University came into being on 22 July, 1970, the college became a constituent of the new University under clause (8) of the Haemocoel Produce University Act. B.Com. was introduced in the College in 1975, M.A. in English and Hindi in 1979, and M.A. in Economics in 1990. H.P.University Evening College is housed in the historical `Kirk' (Gandhi Bhawan) and 'Manse' buildings situated between the General Post Office and the Central Telegraph Office. The College has a well-equipped open-stack library with over twenty-one thousand books. |

(iii) The amount of fees as specified above can be revised/enhanced by the University or the College at any time. Fees are payable in advance. part payment of the fee is not accepted. B.A./B.Com. students will deposit their fees in two instalments: fees for May-October and annual charges etc. at the time of admission, and the fees for November-April along with the university examination fee in November. For MA the fees for July-September and annual charges etc. shall be paid at the time of admission, fees for October-December and the university examination fee in September, fees for January-March in December, and fees for April-June and the university examination fee in March. Students shall collect their pay-in-slips form the College Office on the dates notified on the notice board and deposit the fees in the State Band of India (main branch) on the next working day. For duplicate pay-in-slips (to be issued in special circumstances only) and for delay in collecting the pay-in-slips a fine of Rs. 2/- will be charged up to the last day of that month (in case the last day of the month happens to be a Sunday or a holiday, the pay-in-slips may be collected on the first working day of the following month). The name of the student shall stand automatically struck off the college rolls if he/she fails to deposit the fees by the end of the month in which they are due. Thereafter Rs. 10/- will be charged as re-admission fee. However re-admission will not be granted if it is sought after an inordinate delay. |

MINIMUM QUALIFICATIONS prescribed for admission to different courses are as under (Ord. 1.4): M.A. : 45% marks or Honours in the relevant subject in B.A. OR second division (50% marks) in aggregate inB.A./B.Sc./B.Com./B.Sc.(Agri.)/B.Sc.(HomeSci.)/B.Sc.(Engg.)/MBBS/B.Pharma/B.Ed./B.T./B.Lib.Sc./B.L./B.V. Sc./Vashishta Shastri degree of a university established by law in India or a degree of a foreign university which may be recognised as equivalent for the purpose by the Vice-Chancellor. Note: (i) Compartment cases will be considered for provisional admission to M.A. Semester I only if they have clearly passed the relevant subject in B.A. with 45% marks (i.e. one cannot join M.A. in the subject of compartment). Such candidates must clear their compartment in the following supplementary examination; otherwise their admission will stand cancelled. (ii) Half per cent or more shall be rounded off to 1%. (iii) Eligibility condition will be relaxed by 5% for SC/ST candidates and for outstanding sportsperson. (iv) Direct admission to M.A. Semester II is also permitted in Dec./March, but such candidates shall also complete their M.A. in four semester (Ord. 8.36). (v) Only those candidates can join Semester III who have appeared in Semester II examination, and only they can join Semester IV who have appeared in Semester III examination (Students migrating from Correspondence Courses or those who appeared privately in the previous Semester examination, can be admitted to the college only if they fulfil the basic eligibulity condition for direct admission to M.A. Sem.I/II in the College, as described above). The gap between passing one semester and appearing in the next semester shall not exceed two years, and a candidate must complete M.A. within six years of joining the course (Ord. 5.4). The pass marks are 36% in each course. B.Com. (Pass): 45% marks in the +2 or equivalent examination of a Board/University established by law in Indian with pass in four written subjects (including English) (Or 45% marks in Intermediate or equivalent examination of an Indian University/Board with pas in four written subjects including one language Or 45% marks in two-years Pre-University examination of an Indian university/Board recongnised by H.P.University Or 45% marks in any examination of a foreign country recognised as equivalent for the purpose or 45% marks in the old B.A./B.Sc. Part I examination of a recognised University/Board/College) and must have passed Mathematics or Economics as a compulsory subject at the +2 level, OR 40% marks in the Commerce group in the +2 or equivalent examination (e.g. the old B.Com. Part I) Note: (i) For cinsidering eligibility, students with compartment shall be deemed to have obtained the minimum pass marks in the subject of compartment. Such candidates must clear their compartment in the following supplementary or annual examination, otherwise their provisional admission shall stand cancelled even if they are given a third chance to clear the compartment (Candidates from National Open School are not covered by the provision of compartment). (ii) Half per cent or more shall be rounded off to 1%. (iii) Eligibility condition shalleb relaxed by 5% for SC/ST candidates and for outstanidng sportspersons. B.A.(Pass):Plus Two or equivalent examination of a Board/University established by law in India with pass in four written subjects (inclusing English) with 33% marks, or intermediate or equivalent examination of an Indian University/Borad with pass in four written subjects including one one language with 33% marks, or the two-yrear Pre-University examination of an Indian University/Board recognised by H.P.University with 33% marks, or any examination of a foreign university recognised as equivalent for the purpose by the Vice-Chancellor with 33% marks, 0f B.A./B.Sc./B.Com. part-I of the old pattern, from a recognised University/Board/College with 3% marks. Compartment cases may be admitted provisionally, but such candidates must clear their compartment in the following supplementary or annual edamination, otherwise their provisional admission shall stand cancelled, even if they aregiven a thid chance to clear the compartment (Candidates from National open School are not covered by the provision of compartment). |

| RULES OF ADMISSION AND RESERVATION | ||||||||||||||||
1. Admission in the University Evening College is open to all women and to those men who are employed in government, semi-government or private service or are self-employed. However, for admission to M.A. unemployed male candidates may also be considered, preference being given to those employed. All employed candidates are required to submit the employment certificate and the employer's permission on page 2 of the admission form. 2. Qualifying the lower examination as a regular student of this college shall be the only condition for admission to the higher class, subject to the eligibility condition being fulfilled. 3. (a) fresh admission will be made on the basis of merit to be determined by the Admission Committee on the basis of the applicants' performance in the qualifying examination (Ord.3.2), subject to the limitation of seats and reservation, in accordance with the rules framed by the Himachal Pradesh University in this regard from time to time. (b) Candidates who have clearly passed the qualifying examination shall be given preference over those with compartment. (c) While determining merit marks to the following extent shall be added to the result of the students who possess certificates in NCC and Scouting as under (Ord.3.2b): (i) 2% for NSS. (ii) 2% for NCC 'C' Certificate for boys. (iii) 2% for NCC 'G' Certificate for girls. (iv) 2% to the Instructors of Adult Education Literacy Centres. (v) 3% in case of President Scouts and 3% in case of national participation in NCC. (vi) 5% in case of international representation. (vii) 10% for the Honours provided the admission is sought in the subject concerned. (viii) 2% for getting first, second or third position in the H.P. University Inter-College sports competitions. (ix) 5% for representing University in the Inter-University sports competitions for at least two years. N.B. (i) Credit of only one certificate, most beneficial to the candidate, will be allowed in respect of certificates, i-iv and viii-ix; but the minimum condition of eligibility will be observed in all the cases. (ii) For determining merit (but not eligibility) for admission to M.A. the following formula shall be used (Ord.3.2): The sum of marks obtained in aggregate and marks obtained in the subject concerned in B.A. (zero if the subject not studied at BA level), divided by the sum of maximum marks for the degree and maximum marks for the subject (or for a main/elective subject if the subject not studied at BA level), and the whole multiplied by 100. 4. (a) Failed students of other Institutions shall not be admitted to the same class. A student who had taken admission in any college but did not appear in the examination shall be considered as having failed for the purpose of this clause. (b) Even an old student of this college shall not be re-admitted to the same class if he/she has failed in all compulsory/elective subjects or has failed twice in the same class (ord.3.4). (c) A student will be refused admission if his conduct during any previous year in the college has been unstisfactory (ord. 3.5). (d) The admission of a student migrating from another University/Board shall be treated as provisional and shall be confirmed only when he/she produces the migration certificate. In postgraduate courses migration from another college in Himachal Pradesh or from Correspondence Courses will be allowed only if a seat is available and if the applicant's merit is not lower than the merit of the student last admitted to that course. (e) A Student who has been expelled or rusticated shall not be admitted to any course of study without the prior approval of the Vice-Chancellor. (f) A Student disqualified by any university will not be given admission during the period of disqualification. (g) A foreign student's application for admission will be considered only if it is accompanied by a proper student-visa and a fresh medical certificate of being free from AIDS, from a competent medical authority. 5. (a) Application for admission shall be entertained on the prescribed admission form only. The admission form, available from the college office on payment, should be neatly filled in by the candidate in his own handwriting and should be complete in all respects with employment certificate, attested copies of requisite certificates, photograph etc,. Incomplete forms shall stand rejected automatically. All the original certificates have to be shown at the time of submitting the admission form and at the time of interview by the Admission Committee. (b) Lists of selected candidates for M.A. and B.Com. may be displayed on the college notice board. Objections regarding selection must be filed with the Principal in writing within one day of displaying the list. (c) Those selected for admission must deposit the fees by the specified date, failing which the admission will stand cancelled and the seat may be offered to the next candidate on the waiting list. (d) Admission to a class shall be effective only from the date when the candidate deposits his/her fees and other dues and not from the date when his/her admission form was signed by the Principal. 6. In no case shall the admission be allowed after the last date for admissions. 'Result Later' and 'Candidature Suspended' candidates should also apply for provisional admission by due dates. The continuing students of these categories will be admitted provisionally on payment of admission fee and tuition fee for two months. If such a candidate fails to clear the previous examination or the suspension of his/her candidature in the previous examination is not revoked or for any other reason he/she fails to get his/her admission regularised by 31 August, the admission shall stand cancelled automatically and no refund of the dues paid will be allowed. Incase of regularisation of provisional admission by 31 August the candidate will have to deposit all the remaining dues which were not charged at the time of provisional admission. 7. Reservation in Admission (ord.3.1): (a) 15% and 7.5% of seats in each course/department shall be reserved for SC and ST candidates respectively who have passed their qualifying examination from H.P.Board of School Education or from any university situated in Himachal pradesh (Eligibility condition shall be relaxed by 5% for SC/ST candidates). (b) Of the remaining 77.5% seats, 25% seats shall be open to all whereas 75% seats shall be reserved for candidates passing their qualifying examination from a University situated in Himachal Pradesh, or form H.P.Board of School Education or from C.B.S.C. form a school situated in Himachal Pradesh, subject to the following reservations: (i) 5% of the seats shall be reserved for outstanding sportsmen/sportswomen who have represented the University or State in Inter-University or Inter-State tournaments preferably in the following events/games, and for them eligibility condition will be relaxed by 5%: Men section: hockey, football, volleyball, basketball, kabaddi, wrestling, boxing, table tennis, badminton, cross country, cricket, athletics, weight-lifting , and handball; Women section: hockey, athletics, basketball, volleyball, table tennis and badminton; and other games (for men and women) included in the list of Inter-College Tournaments by the Sports and Co-curricular Activities Committee of H.P.University from time to time. (Such candidates should be eligible to play in the Inter-College/Inter-University Championships as per the rules for Inter-University Tournaments. In order to judge the suitability of players for admission in the sports quota, trials would be held in the respective games/sports by a Committee to be constituted by the Director of Physical Education and Youth Programmes, H.P.University.) (ii) 5% of the seats shall be reserved for outstanding cultural activists having at least first, second or third position in the Inter-College youth Festival in any of the follo9wing items in the previous three years: debate, Indian folk dance, Indian classical music (vocal or instrumental), light vocal music, vadya-vadan, group singing, Indian classical dance, one act play/short play/skit, symposium, poetic symposium, spot painting, and quiz (Distinction in individual items will be given preference over the team items; other things being equal, preference will be given to those who have represented H.P.University in Inter-Varsity Festival or State Cultural Competition/Festival; those admitted against cultural quota will have to represent the College/University in the cultural activities. To judge the suitability of candidates for admission against cultural quota trials may be held in the respective cultural items by a committee constituted by the University; the age of such candidates must be less than twenty-five Years). (iii) 3% of the seats shall be reserved for physically handicapped candidates. (iv) 3% of the seats shall be reserved for war widows. 8. Students admitted to the College shall abide by the rules and conditions as laid down in the College Prospectus. The decision of the Principal in all matters regarding admission, change of subjects, detention, promotion, grant of fee concession, stipend or financial assistance, imposition of fine, penalty or punishment of any kind including suspension or removal from the college rolls, rustication expulsion etc. shall be binding (Ord. 42.3 and 22.17). COMBINATIONS OF SUBJECTS AVAILABLE IN B.A. Students of B.A. have to study English (compulsory) and two elective subjects from the following groups, selecting not more than one subject form each group, provided that Mathematics can be taken up only with Economics Hindi/Sanskrit and in B.A. Part-I by those students only who have obtained 45% marks in Mathematics at the plus Two level: (a) Hindi/Sanskrit/Economics (b) History/Public Administration. (c) Political Science/Mathematics. In addition, in B.A. part-II Hindi (Core) has to be studied by all students except those offering Hindi (Elective) who have to study Sanskrit (Core) or "Himachal pradesh: Past, Present & Future" in place of Hindi(Core). N.B.: In B.A. part-II and III the students shall study the same subjects which they had in Part-I. But a student of part-I may be allowed to change a subjects within 30 days of admission. No Change of Subject shall be allowed after one month of commencement of teaching work. Note(For B.A. & B.Com.): (i) Minimum pass marks shall be 35% in each subject/paper (Ord.8.7, 10.6), and the aggregate of marks obtained in each subject/paper in the three years of B.A./B.Com. shall determine the division (Ord.8.9,10.7). (ii) In B.A./B.Com. a student failing in one subject shall be placed in compartment which shall have to be cleared in two attempts, viz. one in the supplementary examination in the same year and the second in the next annual examination. (iii) A Student of B.A. or B.Com. has to clear all the subjects including the Core subject within six years of admission to the course (Ord. 8.8,10.9). (iv) The period between passing one part and appearing in the next part shall bot exceed three years (Ord.5.4). WITHDRAWAL & REFUND OF SECURITY If a student wants to withdraw his/her name from the college rolls he/she must submit a written application. No discharge certificate or any other certificate shall be issued unless all college dues have been paid up to the date of application. Securities, if not withdrawn or adjusted during the following academic session, shall lapse to the college. If a student has not paid the Security may also be forfeited as penalty for misconduct etc. FEE CONCESSION, FINANCIAL ASSISTANCE ETC. (i) Fee concession is granted every year to needy students up to 10% of the number of students in each class. (ii) Financial assistance will also be available from the Students' Aid Fund to deserving poor students to meet their tuition fee or examination fee or to purchase books or to meet medical expenses of their needs are genuine (ordinarily the total aid to a particular student shall not exceed Rs. 400/- in a session). (iii) The scrutiny of applications for recommending the cases for fee concession and financial assistance will be done by the Fee Concession Committee. The Committee will interview the applicants, if necessary. The decision of the Principal shall be final. (iv) Only those students may be considered for fee concession or aid from Students' Aid Fund who attend at least 75% of the lectures delivered. (v) Half fee concession shall be allowed to a student whose brother or sister is also on the rolls of the college and is paying full fees. (vi) An incentive of Rs. 120/- is given to such of the students who attained first division marks in the previous University/Board examination )if a student had joined a class on the basis of a particular examination and then again joins the same or equivalent class in the college, he/she will not be entitled to this incentive). (vii) Fee concession/financial assistance/incentive may be withdrawn if a student does not attend 75% lectures or if his/her performance in the house examination is not satisfactory. STIPENDS & SCHOLARSHIPS Scheduled Caste/Tribe and Backward Class students who are eligible for award of stipends/scholarships should apply for the State Government/Government of India scholarships immediately after the admission. The stipend and tuition will be paid to them as soon as the amount is received from the Government. The unemployed students of the College who have secured a high percentage of marks in the previous examination may apply for H.P.Government poverty-cum-brilliance Scholarship. ELIGIBILITY FOR UNIVERSITY EXAMINATION (Ord. 62) The students must attend at least 75% of the full course of lectures delivered to their class in each of the subjects offere (to be counted up to two weeks before the date of examination). Students joining late do so at their own risk; they are not entitled to any concession on this account. Students must also obtain at least 20% marks in the aggregate of all the compulsory and elective subjects or 25% marks in the aggregate of all the compulsory and elective subjects in the house examination to be eligible for appearing in the University examination. A student who has failed in particular class and has rejoined the same class in the College shall be required to put in the requisite attendance afresh and the attendance previously put in by him/her shall not be taken into account; he/she shall also have to qualify in the house examination afresh. The Principal may, for reasons to be recorded in writing, condone shortage of lectures in each of the subjects up to a maximum of 10% lectures in special circumstances. The Vice-Chancellor may further condone shortages upto 5% of total lectures. If a student selected to represent the College in sports or other c-curricular activities, dramatics, debated, etc., then actual days of journey, stay outside Shimla and participation shall be counted a lectures attended, subject to a maximum of 20% of total lectures delivered (Such students must obtain a certificate of participation, showing dates of absence on this account, from the teacher-in-charge and submit its attested copies to the teachers concerned). If a student attends less than 25% lectures by 31st August or by the end of any subsequent month, his/her name may be struck off the college rolls. LIBRARY RULES Students of B.A. can draw up to two books at a time. Students of B.Com. can draw up to three books and students of M.A. can draw up to four books at a time. The books are issued for a period of 14 days. The loan is ordinarily not renewable. However, books may be re-issued if not in demand, at the discretion of the Librarian. Reference books are not issued to students and can be consulted in the Library only. Students of M.A. may draw or return books on any working day, but other students can draw or return books only on the days fixed for their respective classes. Books are issued and can be returned up to 8.30 p.m. only (up to 5.30 p.m. during vacation). A fine of 10 paise per volume per day for the first seven days and 25 paise per volume per day for the subsequent period will be realised for the books kept beyond the due date. The fine for books issued for overnight use or for three days will be Rs.1/- per volume per day. A student who fails to return a book by the due date shall not be issued any other book until he/she returns the overdue book(s). The Librarian may, if necessary, recall any book at any time. Students are liable to replace, to the satisfaction of the Librarian, or pay an amount equal to five times the current price of the books lost or damaged while in their possession. They shall not write upon or mark any books, periodical, etc. Requests for acquiring any particular book etc. for the College Library may be submitted to the Librarian in writing. BOOK BANK A textbook library has been established with the aid received from the University Grants Commission for helping poor students. They can borrow a few selected textbooks for the major part of the academic session after depositing an additional security equal to the price of the books to be borrowed. If a student wishes to retain textbooks after the issue of the Roll Number for examination, he/she will have to deposit an amount equal to five times the current price of the books as additional security. This security will be refunded immediately after the books are returned. Since the number of such selected textbooks is limited, it may not be possible to satisfy the requirement of all deserving students. COLLEGE MAGAZINE The college magazine 'Sandhya Garima' offers an opportunity to students to develop their literary aptitude. It is edited by students under the guidance and supervision of members of the staff and has four sections, viz English, Hindi, Pahari and Sanskrit. CO-CURRICULAR ACTIVITIES The College has a number of societies for co-curricular activities for cultural, aesthetic and physical development of the students excelling in studies and/or co-curricular activities may be associated with the organisation of different activities in the college. HOUSE EXAMINATION Class tests may be held from time to time. There will be a mid-term examination for B.A. and B.Com. Students must obtain at least 20% marks in each of the compulsory and elective subjects or 25% marks in the aggregate in the House Examination to be eligible for appearing in the University Examination. Prizes are given on the basis of the mid-term examination as well as the University Examination to those students who stand first, second or third in aggregate with at least 50% marks and to those who stand first or second in a subject provided they pass the examination in all the subjects and obtain at least 50% marks in the subject concerned. RULES OF CONDUCT (A) The students are expected to conduct themselves in and outside the college so as to bring credit to the institution. The students must always carry the identity card with them (A duplicate identity-card will be issued only in exceptional cases on payment of Rs. 20/-). Any kind of indiscipline will be punished. The Principal's decision shall be final in this regard. (b) Students should not keep standing near the college gate or sit on the railing in the college campus. They must not write anything on the walls of the college or on desks, chairs etc. No poster or notice etc. should be put up on the Notice Board or the walls without the permission of the Principal. (c) RAGGING is banned and punishable under Ord. 22.17 of H.P.University: (i) There shall be no ragging in and outside the teaching departments of the University, Colleges or institutions affiliated to or maintained by the University or the hostels and also on roads/approaches leading to such institutions/hostels. (ii) Ragging means and includes and type of physical or mental torture, done by any individual or group either by words or by conduct which gives an apprehension in the mind of a person that he/she cannot pursue his/her studies fee from any mental disturbance/torture created thereby. Any person who aids or abets such an action shall also be guilty of ragging. (iii) If a candidate is found indulging in ragging directly or indirectly, the competent authority, after inquiry, if satisfied shall expel the guilty student(s) from the University/College/Institution. (d) Smoking or using drugs in the college premises is strictly prohibited. If a student is found having consumed alcohol or drugs he is liable to be expelled from the college. This Prospectus is subject to alteration by H.P.University and by the Principal. Any alteration so made shall be binding on all students. |
